A solid playable that rarely gets cut (5.4/10).
Why. A two-faced instant: draw three cards, for instance at the end of the opponent's turn, or counter a spell and draw a card. The flexibility makes it playable against both slow decks and a key threat.
Risks. It costs five mana, with two blue, and if you cast it without countering anything you do nothing on the board that turn. It is not removal and does little against an opponent who is pressuring you.
In the draft. A decent support card for a slower blue control or tempo deck. One or two copies are plenty; take creatures and interaction first.
