Good playable that always makes the cut (6.0/10).
Why. For two mana it enters with two +1/+1 counters that you move onto your creatures, one per turn, at sorcery speed. When a modified creature you control leaves the battlefield, it gains a counter back.
Risks. It does nothing on its own and blocks nothing. It is only as good as your creatures: without good targets it is two counters sitting around. Slow against aggressive decks.
In the draft. Playable in a white creature deck that benefits from modified creatures. A mid-pack pick, not a priority.
