Why. An instant that counters an instant spell, a sorcery spell or a triggered ability. With Web-slinging, you can cast it for one blue mana by returning a tapped creature you control to its owner's hand.
Risks. It cannot counter creature spells, which are most of the threats. It also forces you to keep mana open.
In the draft. A narrow counter for a blue control deck. More often than not, it stays in the sideboard.
