The rule
Villain is a creature type; several cards reward the Villains you control, cast or get back from the graveyard.
In play
Play cheap Villains early: Tombstone makes them cheaper, Prowler and Flying Octobot grow when another one arrives, and Doctor Octopus pumps the others.
