Why. Removal spread over three chapters. The first destroys a creature of your choice, which pays for the card by itself. The second adds pressure and the third clears graveyards.
Risks. Chapter II hits you too: each player may discard, and anyone who doesn't loses 3 life. Chapter III rarely matters unless graveyards are doing something.
In the draft. Take it as a three-mana black removal spell and don't overrate the rest. Chapter II is better when you have a spare card to discard.
