The rule

Surveil N: look at the top N cards of your library, put any number of them into your graveyard and the rest back on top in any order. Triggers say "scry or surveil."

In play

Sixteen cards produce or reward surveil, but only three are commons (Fatehold Chronologist, Semester Foreseer, Surveillance Phantasm); the Jace token's −1 surveils too. It also fills the graveyard.
